UPAYA DAN TANTANGAN PENERTIPAN PERDAGANGAN KAKI LIMA (PKL) DI KOTA PEKANBARU

Penelitian ini bertujuan untuk menganalisis upaya penertiban Pedang Kaki Lima (PKL) oleh Pemerintah Kota Pekanbaru melalui Satuan Polisi Pamong Praja serta mengidentifikasi berbagai tantangan yang menghambat efektivitas pelaksanaannya. Penelitian menggunakan pendekatan kualitatif dengan metode studi kepustakaan, yang melibatkan penelusuran jurnal ilmiah, dokumen kebijakan, laporan pemerintah, dan literatur terkait. Hasil penelitian menunjukkan bahwa penertiban dilakukan melalui penegakan Perda, operasi rutin dan insidental, pendekatan persuasif, serta relokasi ke lokasi alternatif. Namun, implementasi kebijakan masih terkendala oleh resistensi PKL, keterbatasan sumber daya aparat, rendahnya kesadaran hukum pedagang, serta ketidaksesuaian antara kebijakan penataan dan kebutuhan ekonomi PKL. Temuan ini menegaskan perlunya penataan yang lebih komprehensif, partisipatif, dan berorientasi pada keberlanjutan sosial ekonomi.
This research aims to examine the enforcement efforts toward street vendors (PKL) carried out by the Pekanbaru City Government through the Civil Service Police Unit (Satpol PP) and to identify the challenges that hinder the effectiveness of these policies. This study employed a qualitative approach using a literature-based method that included academic journals, policy documents, government reports, and related publications. The findings indicate that enforcement is implemented through regional regulation enforcement, scheduled and incidental operations, persuasive communication, and relocation to designated areas. However, policy implementation remains constrained by vendor resistance, limited institutional resources, low legal awareness among vendors, and misalignment between regulatory objectives and the vendors’ economic needs. These results highlight the necessity for a more comprehensive, participatory, and socioeconomically oriented approach to managing street vendors in urban public spaces.
